What version of tetex-bin you used?  In the latest tetex-bin
(or after 2.0 at least), pool_size was set 1250000 by default.

Further, a way of setting texmf.cnf has been changing in recent
tetex-bin package so I can't advise how to do because the
version was not clear enough.
