No, tetex-extra.postinst didn't always use ptex stuffs but
it would use them only when a user had installed ptex (and,
perhaps only when ptex failed to generate its *.fmt files.)
Please read README.Debian of tetex-bin, especially an explanation
of update-fmtutil.

How did you succeed to install tetex-extra?
I'm not sure what is your main point but if you think
it is wrong or a problem that tetex-extra uses ptex stuffs
then it is not so as I explained.
If you think installation failure of tetex-extra (due to
ptex stuffs) is a main issue then it might be a problem of
ptex itself and I'd like to know "How did you succeed to
install tetex-extra?" in this case.
