Yes, especially when ptex-bin had failed to generate 
its *.fmt files.

> Error: `ptex -ini  -jobname=platex -progname=platex platex.ini' failed

First of all, if possible, please send us /tmp/tex*
which should contains the output of initex/iniptex
(especially error message) before doing anything.

> After install ptex-bin, I have installed tetex-extra.

Did you succeed to install ptex-bin?
Which version of ptex-bin did you install?
(Previous version of ptex-bin had a bug.)
