Conflicts: texidoc, bibtex, texpsfnt, mfbasfnt, xdvik, mfnfss, babel,
texlib, mflib, textfm, kpathsea, latex2e-doc, ltxgraph, csplain,
                       ^^^^^^^^
cslatex, cstexfonts, tetex-bin (<< 0.9.990310-1),
xbase (<< 3.3.2.3a-2), tetex-nonfree (<< 1.0.2+20000804-2)

Seems to be obsolete stuff. Actually:

drachi:[hille] >dlocate kpsewhich
tetex-bin: /usr/share/man/man1/kpsewhich.1.gz
tetex-bin: /usr/bin/kpsewhich

Debian stable.
