Bug#176526: tetex-bin: /var/lib/texmf/web2c/mktexnam does not set PATH correctly

Well, if one invokes dvips on a dvi file for example.... my suggesition is
that you temporarily create a fake access command in your PATH before the
proper one at /usr/bin/access and see if
mktexnam invokes this fake commmand prior to invoking /usr/bin/access which
it's suppose to....
