I believe this might be only realistic, possible solution.

Well, tetex-bin is built from teTeX-src and tetex-base/extra
is built from teTeX-texmf, i.e. original soures are different.

In short, we recognized the desire that tetex should be
splitted in small packages but to provide normally functional
TeX system is already a hard task for us (please see overwhelmingly
many bugs on tetex) and we have not enough time (and maintainers)
to try reconstruction because it would be very dangerous, i.e. 
it might break basic functionality of TeX system.
