local/global pdftex.cfg

	Hello,

   I use pdftex from Debian Sarge.

pdfTeX (Web2C 7.3.7) 3.14159-1.00a-pretest-20011114-ojmw
kpathsea version 3.3.7

   I realised (using strace) that if exist configuration file
/usr/local/share/texmf/pdftex/config/pdftex.cfg
then pdftex does not read global configuration file
/etc/texmf/pdftex/pdftex.cfg.

   I have expected standard behaviour to read global options and then
add and/or override with local settings (I have added some map
commands). It is way of include command to include the global cfg
file from the local?
