>From my quick investigation, it seems we should install
generated prologues (texc.pro etc.) for dvips in tetex-bin.

Former version of teTeX contained prologues in tetex-base
so Debian used to install them and removed generated
prologues in tetex-bin.

But the recent beta teTeX changed its structures, I guess.
