This is known problem, perhaps of upstream, and already
reported as #132232 (and perhaps #132237, #158352, #148171)
I believe this will be fixed in the next upstream version.

> $ ln -s texexec texexec.ini
> $ texexec --verbose

I am not sure but doesn't 'mktexlsr' work for you ?
