No, it wasn't a mistake.  If you read
/usr/share/doc/tetex-base/README.Debian, you will find that a
number of LaTeX packages and TeX fonts were removed from Debian's
binary-all packages because of licensing problems.  The authors
have been contacted, and many of them have changed or clarified
the licensing terms so that their packages can be distributed.
Debian won't begin including them again until Thomas Esser
(upstream teTeX maintainer) makes an official release and we
update our sources from that release.
