picinpar.sty was removed from the tetex-extra package because it
had copyright information and no license statement that allowed us
to distribute it.
There's now a version that is licensed under the GPL that's in
Thomas Esser's upstream source, so it will be included in the next
version of tetex-extra that's based on Thomas's new texmf tree. I
don't yet know when we'll make the switch -- we may wait until
Thomas makes an ``official'' release (the most current tree is
beta).

Yes, and as far as I can tell, all of the style files in tetex-src
are included in tetex-base or tetex-extra except for the ones that
were removed because of license problems.
If you can provide me with a list of style files that are in
tetex-src and are not in tetex-base or tetex-extra, and that are
also not listed in /usr/share/doc/tetex-base/Debian.README, please
do, and I'll see that they're included in future releases.
(To save you time, the packages that were removed were
algorithm.sty euler.sty
algorithmic.sty footbib.sty
beton.sty fvrb-ex.sty
booktabs.sty picinpar.sty
caption.sty
along with the Sueterlin and Old German font packages. Most of
these will be back in a future upstream release.)
