Sorry but I didn't know babel so much so I didn't check your
sample file yet.  But tetex of woody might already hhave included
cspain/cslatex and from the following output, I believe there is 
no problem in the current tetex.
(But I don't have woody system but sarge or sid so there might
misunderstanding)

What version of tetex-base is in your system and is there 
still the problem?
