dependency on perl-tk is not spurious nor absurd.
New tetex-bin (or more precisely, upstream teTeX)
included texdoctk and this depended on perl-tk.

We recognized that there are such requests; #51869, #78926,
#100332 but basically, we don't split the tetex packages.

cf. #32260 for example:

I am considering now that if many users really think texdoctk
not so necessary then only possible solution would be to move
texdoctk supporting stuffs in tetex-extra and make tetex-extra
to depend on perl-tk.  (This is not a promise yet ;)
