Bug#149112: tetex-bin: Cannot install: "Could not find default config file for pdftex (pdftex.cfg)"

I cannot install tetex-bin on my recently upgraded woody. It reports:

     x Could not find default config file for pdftex (pdftex.cfg).                  x  
     x                                                                              x  
     x The programm will exit now.                                                  x  
     x                        

But the file is there!
