CVS cmc tetex-base: Pull the modification to protect the mkhtml* scripts from being

Modified files:
debian : Tag: license_cleanup rules
Log message:
Pull the modification to protect the mkhtml* scripts from being
neutered. We need to move these scripts into /usr/sbin, fix them so
that they work on the directories they're supposed to, and rename them
to something like tetex-mkhtmldocindex{.nawk}. And write a manpage,
of course.
It might be worth rewriting the scripts as Perl or Python or something
else a bit more maintainable, as well.
In the meantime, having the binaries in /usr/share/doc is too big a
no-no to be worthwhile.
