Yes, I have done this to avoid getting mail every night.

Unfortunately, the method used for /usr/share/texmf involves the creation of
a symlink into /var. This is fine in that case, but is unacceptable for
/usr/local, where you are not allowed to create any files (policy
manual 10.1.2).
So the second option would be a better choice. If the admin decides to
create an ls-R file there, he is responsible for keeping it up to date (and
if desired, setting things up so that it is used).
