Bug#141086: tetex-bin: Puts files in /usr/local

Policy section 10.1.2 states:
As mandated by the FHS, packages must not place any files in
`/usr/local', either by putting them in the file system archive to be
unpacked by `dpkg' or by manipulating them in their maintainer scripts.
Tetex-bin puts /usr/local/lib/texmf/ls-R, and what's worse, it
regenerates this file every day thanks to /etc/cron.daily/tetex-bin.
Filed as serious since it's a policy violation.
