Please remove the file
/usr/share/doc/texmf/generic/pstricks/README.pst-osci
which documents the pst-osci.sty package. pst-osci is not
included in teTeX. In addition, the file has no copyright or
distribution information, meaning that Debian cannot distribute
it.
