I recently installed woody from scratch on a system, and discovered
that latex2html (for example) didn't work properly.  After digging
around, I discovered that the directories under /var/spool/texmf had
not been created during the install.  These directories do exist on my
woody systems that had been upgraded from potato.  I created the
directories, with root ownership and permissions 1777 and then
everything worked fine.  I'm not sure which tetex package this bug
should be filed against; I apologize if I guessed wrong.
