In order for Texinfo to support TeX+dvipdfm, the texinfo.tex file (which
is part of texinfo and not tetex) would need to provide another set of
primitives. Instead of the primitives predefined in pdfTeX, it would use
the TeX \special primitive to control dvipdfm. (Or it could define
higher-level primitives that divert either to the pdfTeX primitives or to
the \special primitive.)
