It should.
If
kpsewhich -format='TeX system documentation' lshort.dvi.gz
gives no answer, you have to find why. Maybe /usr/share/texmf/doc link
is missing, it should point to /usr/share/doc/texmf. Or for any reason
texhash has never been run after documentation installation.
