The xdvi in unstable can (see the changelog entries for 1.0.6-7 and
1.0.7-1). It looks like it was built on a potato box, so you should be
able to install it cleanly there.

Fixing this in the unstable package seems to me like it would be
pointless, as the xdvi there works for .gz and .bz2 ...
