Bug#111489: cslatex fails to build

after uncommenting in /etc/texmf/fmtutil.cnf this

# - Czech / Slovak:
# csplain       tex             -               csplain.ini
# cslatex       tex             language.dat    cslatex.ini
# pdfcsplain    pdftex          -               csplain.ini
# pdfcslatex    pdftex          language.dat    cslatex.ini
