Bug#111489: cslatex fails to build

When I try to build the cslatex (or pdfcslatex) format, it fails with LaTeX
reporting it's too old. The same problem does arise with normal latex.ini,
but it's worked around by \scrollmode in latex.ini.
I'm not sure about \scrollmode being a good solution to the problem as it
suppresses potential real errors during format generation (in my opinion
it would be better to patch LaTeX sources themselves not the report
obsoleteness as an error), but even if it is, it should be added
to cslatex.ini as well.
