I did not know precisely what is the situation but, generally,
Replaces: means some small parts of previous tetex-base was moved
to the prsent tetex-bin so we need to replace those files if necessary.
But it does not mean tetex-bin conflicts with tetex-base so of
cource you should install both tetex-base and tetex-bin.

Hmm, it might be better if we have information in changelog
if possible...
