This requires that the varfonts feature is enabled.  AFAIK it is
disabled by default in teTeX (see the comment in
texmf/web2c/texmf.cnf). 

One should also consider the case that the administrator generates the
most used fonts (see allcm(1), allec(1) and allneeded(1)) with
varfonts disabled and then makes the main texmf tree readonly.
This is useful to keep the $VARTEXFONTS directories small when the
main texmf tree is mounted on several machines.

Then it would make sense to generate a fontdesc file in both, the main
$TEXMF trees and in $VARTEXFONTS. 

Wouldn't it make sense to look for ttf, type42 and type1 fonts as well?
