Try setting the language in the fig2dev command to ``eps'' instead
of ``ps''.  That does the trick (both images actually fit on one
page, as well).  (Be sure to delete the old *.eps files first,
though, or they won't be recreated by your Makefile!)

Also, epsfig is obsolete, replaced by the graphics package that
provides the \includegraphics command, which is smart enough to
figure out the bounding box on its own.
