Bug#78741: tetex-lib: rename to libkpathsea3

I once wrote, and still believe the following:

/usr/lib/libkpathsea.so.3

It strikes me that this package should really be called libkpathsea3,
and the tetex-dev package should be called libkpathsea-dev.  That's
what they actually are.
