So I did and you both are right, tetex-bin now installs!

I cannot remember setting TEXMF -- it is a holdover from some past that
completely escaped my attention.

Now everything I am interested in installs in my Debian frozen and
works flawlessly.  As I have been telling people, this is the best
distribution, for both political and practical reasons.
