Bug#64470: pdflatex: I can't find the format file `pdflatex.fmt'!

I don't understand what you mean.

`fmtutil --all' will try to generate all of the formats listed in
/usr/share/texmf/web2c/fmtutil.cnf (symlink to
/etc/texmf/fmtutil.cnf), but will *STOP* the first time it is unable
to make one of the fonts.  So for example, if pdftex.fmt cannot be
created for some reason, the rest of the formats listed in fmtutil.cnf
after pdftex.fmt will not even be attempted.  (This is a result of the
`abort' command in `run_initex' in /usr/bin/fmtutil.)

I don't think this behaviour is very good.  Have an appropriate exit
message and error message, but at least try the other formats....
