Bug#64863: Latex won't install if older than a year

Version: 0.9.981113-2

The packages tetex-base and tetex-bin have a problem with too old
Latex-Files. When they are older than a year (like recently happened with
slink), "tex -i -f latex" (or something like this) askes the user to press
Return after it says, that this version ist just too old.

When installing one of the packages, this command is executed in a way the
notice is not printed and the question is not performed. So this fails and
no latex.fmt is created. (See bug #63239)

The only possibility to let it run without the knowledge, where latex.fmt
has to reside to make tex happy is to set your clock a year back and run
texconfig.

I think the bug itself could be fixed the most easy way by removing the
question in latex.dtx (or whatever)  but you had to make save it is
removed in later releases of Latex, too,  which will most likely do the
same warning.
