I have never used changebar.sty and for the first time I tested
it today. So this might be not a solution but only for your
information.

- changebar.sty depends dvi drivers and it seems you used
\usepackage[dvips]{changebar} so xdvi can not handle dvi correctly.
Does the same problems occur when you print dvi directly to printer
with dvips?
- these problems might occur when page breaks within \cbstart{}...\cbend{}
Please test; insert \newline just before the problematic \cbstart{}
