Bug#398444: Etch: reportbug hangs on BTS query preventing reporting of problems in Etch release

I am unable to report most bugs with Etch due to reportbug hanging while
querying BTS.
It works for reportbug (fortunately!) but when I tried to report a kernel
problem it hung after the message:
Querying Debian BTS for reports on linux-2.6 (source)...
I had the same problem trying to report a kdepim problem. In that case I
eventually entered the report into the upstream bug tracker, but this loses
visibility of it as an Etch problem.
I note that there is a newer reportbug in unstable, and some resolved bug
reports which may be related. However, either this is a different problem or
the fix is not in the testing release -- which pretty much defeats the object
of the testing release. I run testing so that I can find and report problems!
