Yes, the current status of xserver-common is "obsolete and pending removal
from testing".  Likewise, any nvidia packages that depend on it will need to
be updated; I suspect that the correct setup for a package providing a video
driver for xorg 7.0 is

Depends: xserver-xorg-core (>= 1:0.99.0-1)
Provides: xserver-xorg-video
