Unless you know exactly what you've got doing what on your PCI bus
(what's accessing which memory, which driver has a spinlock spinning,
what likes to hog the bus, what doesn't do burst transfers, etc.)
don't doubt it.

If you want to get *raw* speed then use something that generates data
fast, but doesn't touch actual hardware.  If you've only got ftp, then
try to ftp /dev/zero for a while and at the local end write to
/dev/null then when you terminate look at the interface statistics and
do the math.
