AFAIUI, the purpose of this text is to ask the user to 
First, install the woody version (if available) and
Second, upgrade to the sarge version,
so the text is correct.

However there are anecdotical evidence that upgrade to the sarge version
of aptitude is a painful process and users are sometime better served to
use the woody version to process the upgrade, see bug #312106.
