Oh, I see.  Just to be clear, what the Release Notes intend is that
users, before updating /etc/apt/sources.list, do apt-get install
aptitude, and then update sources.list, and then aptitude install
aptitude (I guess), and then aptitude dist-upgrade (--with-recommends,
or something).

Got it.  So, if the release notes don't get updated to prefer the
woody version, then this bug is my request that A.2 is clearer about
its intent to "install woody aptitude which will be updated
immediately".
