Most probably dhcp-client can, but maybe not with the default configuration.
(You can edit /etc/dhclient-script to change the behaviour to almost
anything you want).

You might consider reporting a bug to the effect of providing a default
configuration that handle 255.255.255.255 netmask correctly.
