update holding back

I run several machines on Debian testing and I'm getting some important
packages being held back.

First I run
apt-get update

then

apt-get upgrade

The following packages have been kept back:
  apache apache-common apache-ssl apache-utils libapache-mod-php4 php4
php4-cgi php4-cli php4-common php4-curl php4-imagick php4-imap
  php4-mcal php4-mcrypt php4-mhash php4-mysql php4-pear php4-xslt

from aptitude
libapache-mod-php4 will be upgraded from version 4:4.3.10-2 to version
4:4.3.10-8

libapache-mod-php4 conflicts with php4-xml (provided by php4 4:4.1.2-7.0.1)

apt-cache gives
# apt-cache search php4-xml
libapache-mod-php4 - server-side, HTML-embedded scripting language (apache 1.3
module)
php4 - server-side, HTML-embedded scripting language (meta-package)

As these are rather important packages, possibly with vuln updates I'm getting
a bit concerned, Any ideas anyone?
