In practice security updates to stable goes through the standard
procedure. If package maintainers sets the urgency of a version to
high the 10 days it is held in unstable is shortened to 2 days but all
the other criterias still apply.
It is posible to upload to testing-proposed-updates but not mainy
developers do so.
