I saw this "problem" also for quite a long time now. I always wondered if it was my proxy having problems with the files. But about the size of the files I would definitely disagree: The biggest file is 1.7 MB together with all the others it's about 2.5 MB if I am not wrong. Ok, via DSL this takes only a glimpse. But via modem it would be very anoying downloading package descriptions for seeing that nothing had changed. On the other hand, this will cause also a lot of traffic:

Imagine: Some 10'000 people accessing these files twice a week. This would give something like 20 GB traffic per week that would not be necessary. I don't have any numbers of the traffic on the debian ftp servers nor it's mirrors, but I would guess, this bug could make a remarkable amount of it.

Just my thoughts...
