It is fixed in the sid version of debian. I made it like this:
Do the install as proposed. When the loop problem comes go to another
console and edit your /etc/apt/sources.list
Change "testing" or "woody" to "sid" in this file.
Do an apt-get update
Do a apt-get install base-config
This installs the working SID package.
Then reedit your /etc/apt/sources.list to the old woody values.
Now do another apt-get update
You can reboot your system now the restart the installation or do an
init 1 and then an init 2.
This should do it.

it is not only known but fixed in newer versions of base-config. The
cd's
people are using just have an older version. See the changelog for
base-config
for more detail.
Is it? I have installed woody this week, pulling everything directly
from
the net, not using any cdrom at all, but it is still messed up...
