That's correct. Some free software projects have their own test suites
(compilers generally do, and Perl projects are often quite disciplined
about this), but it's far from universal.

No, sorry. Since there's no one group overseeing all free software
production, there's nobody who might tell everyone to write test suites.
The best way to improve test case coverage is to write them yourself and
contribute them to the maintainers.
