Upgrade to woody wants to remove sysvinit!

Currently running potato, wanted to upgrade to woody, and apt-get
dist-upgrade insists it needs to remove sysvinit (and util-linux) to do
the upgrade.
Anyone have any ideas why it wants to? Known bug, or is there something
munted about my potato install?
