I think you fail to understand.
Example:
A windows box with dialup net access. Nothing more. The only access
to the net is a modem.
In the past, I downloaded the boot floppies, the drivers disk images, and
the base system disk images, used rawrite to make the floppies, do the
base install, make a ppp connection and install the rest of the system.
With only a tarball for the drivers and the base system, I can still do an
install, from a small partition holding these needed files, or by toasting
a CD.
This install method has been provided for as long as I can remember.

The boot floppies do not install the base system, the installer does. That
point has already been made clear by Adam. The problem that results is
very clear. You each want to pass responsibility for this problem off on
the other half. These files have to go somewhere in the archives or no one
can use them. In the past, they all went into disks-<arch>. Now what?
It sounds like there is no support in the new installer for previously
well supported install paths that are absolutely necessary for many new
users of Debian.
Are you telling me that I must untar the base tarball by hand to satisfy
the installer? This new tarball contains the Debian packages for the base
system, and not the unstalled packages. Where do I put it? What does the
installer expect in a LANless system? Is my only recourse to buy a CD from
CheapBytes?
