It seems that locale.alias is wrong. before, charsets were defined like
ISO8859-1, and now it's ISO-8859-1 (note the extra hyphen). Changing
back to ISO8859-1 seems to make things work again.
By the way, pt_BR isn't even at locale.alias. Who's responsible for it?
A line
portuguese.br pt_BR.ISO8859-1
could be added there.
