fwd: frozen/potato netbase fails to upgrade; libwrap0 and tcpd also fail



I have just filed the following bug report, and it occured to me that I didn't
cross-polinate the testing list when I did so.  If such cross-posting is
inappropriate, my apologies.  Let me know and I won't do it again.  If someone
has a current list charter that is more descriptive than on the mailing list
subscription page, please feel free to pass it along.

A nominal work around was to create /etc/network/, which something (perhaps
netbase) then populated with a couple of files when I re-ran the apt-get, but
netbase et al. still didn't install cleanly.

This was done on a brand new box initially built with slink from the VA
Linux/O'Reilly disk (the "Standard" package) and then, as the report says, I
tried to upgrade via the 'net to the latest frozen.

Note, too, that telnetd is dependent on netbase, so it also doesn't install
cleanly.  It installs well enough that I can use it, though ;-)

I installed "standard" from VALinux/O'Reilly 2.1 (slink) and then did an
apt-get from frozen to upgrade apt, dpkg, and debconf.  Then I installed
emacs20 and emacs20-el.  Then I tried a dist upgrade, as noted below.

netbase, libwrap0, and tcpd all failed to install.  setserial also grumbled,
but I don't know that it's related.

If this doesn't appear to be netbase related, please let me know, particularly
if you can point the finger at libwrap0 or tcpd.
