Correct. There are a number of new files that should be excluded from the
.list files, but I've not yet had time to do an in-depth investigation for
all architectures. The official-release potato images will have "better" .list
files.

The test-cycle-X images are only available from a few mirrors, see
http://cdimage.debian.org/potato_pre.html for details. Note that updating
>10GB of data takes some time, so not all mirrors are up-to-date yet.
