I have discovered that moving base-config to /base and modifying Packages
and Packages.gz is not enough. debian-cd still thinks that base-config is
in /admin.
Hopefully when it is officially moved to base this will be sorted out.
For the moment I am continuing to use the changed priority to get it onto
the first CD so I can run further test installs.
