What actual problem are you trying to solve? Every (mildly common) case
for Swiss users seems to be perfectly covered by the existing layouts.

Yes they are rare but I have sold AZERTY keyboards to Swiss people and
not only one piece.
So? This has very little to do with the hardware layout or keycaps.
I'm usually typing with a Dvorak layout on various keyboards (mostly
Swiss, some German, but in the past also US ones - I did go through the
trouble of swapping caps only exactly once). Even this case is covered,
though.
But yeah, I should probably ask for a "Swiss Dvorak" layout. Or how
about a "Blank" layout to support this one:
